    Compulsory setting: schools face being forced to separate pupils by ability

    Education secretary is expected to enforce setting by asking Ofsted to make it a condition of being rated outstanding

    Compulsory setting according to ability in secondary schools is to be proposed by the education secretary, Nicky Morgan, in her first big initiative since she took over as education secretary. She is due to make the announcement as early as today.


    The announcement, cleared with Downing Street, is bound to create a backlash as well as raise questions as to how the plan is to be enforced legally, since independent state academies were set up to be free of state control and instruction.
